The Decent Homes Standard is a minimum benchmark set by the UK government to ensure that social housing is safe, warm, and in a reasonable state of repair. Introduced in 2000, it requires homes to be free from serious hazards, in good repair, have modern facilities, and provide adequate thermal comfort.
The standard applies to all social housing in England, including properties owned or managed by local authorities and housing associations. Under upcoming legislation, the government plans to extend the standard to the private rented sector.
To meet the Decent Homes Standard, a property must:
Local authorities and housing providers are responsible for monitoring compliance. Inspections, tenant reports, and housing condition surveys assess whether homes meet the standard. Failure to comply can lead to enforcement action or funding restrictions for housing providers.
Recent figures show that housing quality remains a serious concern despite progress over the years. In 2022-23, 3.5 million households in England — 14% of the total—lived in homes that failed to meet the Decent Homes Standard. 2.1 million households had at least one Category 1 hazard, and 1 million were living with dampness. These figures highlight the ongoing need for robust housing inspections and improvement programmes.
