An HHSRS survey is a formal inspection using the Housing Health and Safety Rating System to identify potential risks in a residential property. It assesses 29 health and safety hazards such as damp, mould, fire, and structural. Local councils or qualified surveyors use this survey to determine whether a property is safe or requires urgent repairs.
A Category 1 hazard is the most serious classification under the HHSRS. It refers to risks that pose an immediate threat to health or safety, such as dangerous levels of dampness, exposed wiring, or fire risk. If a Category 1 hazard is found, the local authority is legally required to take enforcement action against the landlord or property owner.
A Category 2 hazard is less severe than Category 1 but potentially risks occupants' health or safety. Local councils can act on Category 2 hazards, but enforcement is not mandatory. Common examples include poor lighting, low-level mould, or minor fall risks.
Trained environmental health officers typically carry out HHSRS inspections from the local authority. However, private landlords, housing associations, and property managers may commission independent HHSRS surveys from qualified housing professionals to proactively identify risks and stay compliant with UK housing laws.
A property fails an HHSRS inspection if it contains one or more Category 1 hazards. In that case, the local council may issue a notice requiring the landlord to make repairs. Signs that your property may fail include visible dampness and mould, broken heating systems, unsafe staircases, or a lack of ventilation.
The Decent Homes Standard requires social housing to be in a reasonable state of repair, have modern facilities, and provide a healthy living environment. The HHSRS supports this by providing a risk-based framework to identify specific hazards. Homes with Category 1 hazards automatically fail the Decent Homes Standard.
