Awaab's Law is new legislation recently introduced that will legally require social landlords to fix serious issues like dampness, mould, and other emergency hazards within set timeframes. It is named in honour of Awaab Ishak, a two-year-old who tragically died due to prolonged exposure to mould in his social housing. The law aims to ensure no tenant is left living in unsafe conditions.
From October 2025, social landlords must address high-risk damp and mould cases within defined time limits and carry out emergency repairs—including those related to health hazards—within 24 hours. These requirements will expand further in 2026 and 2027 to include a wider range of hazards as defined by the Housing Health and Safety Rating System (HHSRS).
Landlords who fail to meet the new legal timeframes could be taken to court by tenants and held accountable under tenancy law. The phased implementation allows the government to monitor effectiveness and ensure compliance, helping prevent cases of neglect like that, which led to Awaab Ishak's death.
The government plans to extend Awaab's Law to the private rented sector through the upcoming Renters' Rights Bill. It will also introduce a new Decent Homes Standard, energy efficiency minimums, and legal requirements for regular electrical safety checks and appliance inspections in social housing.
The law is expected to significantly improve the safety and quality of social housing by holding landlords accountable and empowering tenants to demand prompt repairs. It supports a wider government pledge to build 1.5 million new affordable homes and deliver lasting improvements in housing standards.
