A Fire Risk Assessment (FRA) is a structured evaluation of fire hazards within a building and the risks they pose to occupants. It is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005. The goal is to identify fire dangers, evaluate who is at risk, and determine whether existing precautions are adequate. A well-conducted FRA helps prevent loss of life and property by ensuring that escape routes, alarms, and fire-fighting equipment are up to standard.
Yes. Any non-domestic premises in England and Wales—including workplaces, public buildings, and communal areas of multi-occupied residential properties—must have a Fire Risk Assessment (FRA). Landlords must also complete an FRA for Houses in Multiple Occupation (HMOs) and any rented property that is not a single private dwelling, such as homes shared by multiple tenants with communal areas like kitchens or bathrooms. Fire safety laws were strengthened after the Grenfell Tower fire. The Fire Safety Act 2021 and Fire Safety (England) Regulations 2022 require FRAs to cover building structures, external walls, and communal fire doors.
FRAs must be reviewed regularly to remain valid—mainly when significant changes occur in the building structure, use, occupancy, or after a fire incident. Although there's no set timeframe in law, best practice recommends annual reviews. The Fire Safety (England) Regulations 2022 introduced new obligations for ongoing checks in high-rise buildings, including routine inspections of fire doors and safety-critical systems, reinforcing the importance of keeping FRAs current.
The Grenfell Tower tragedy 2017 was pivotal in UK fire safety regulation. The public inquiry highlighted several failings, including an outdated or insufficient Fire Risk Assessment. The disaster prompted urgent reviews of fire risk procedures, leading to the Fire Safety Act 2021 and the Building Safety Act 2022. These laws expanded the scope and accountability of Fire Risk Assessments, especially in high-risk residential settings, ensuring that all key fire safety risks are thoroughly evaluated and recorded.
Failure to carry out a suitable and sufficient FRA can result in serious legal consequences. Enforcement actions include prohibition notices (which can close the building), unlimited fines, and even imprisonment. Fire and Rescue Authorities regularly audit premises, and post-Grenfell reforms have made non-compliance far more visible, with violators being publicly named. Tenants and employees also have stronger legal backing to challenge inadequate safety practices and demand urgent improvements.
BS 9792:2025 is a new British Standard that provides a Code of Practice for carrying out fire risk assessments in housing. It replaces PAS 79-2:2020 and focuses on residential buildings such as blocks of flats, HMOs, and supported housing.
