The duty holder—typically the landlord, building manager, or employer—is responsible for carrying out a Legionella risk assessment. This applies to residential, commercial, and public buildings. The assessment must identify potential risks, control measures, and monitoring schedules.
Most residential landlords do not need to conduct regular water testing, but they must still conduct a risk assessment. Simple control measures—like flushing out systems between lets and keeping water temperatures outside Legionella's growth range—are often enough for low-risk properties.
